(Bloomberg) -- A key part of China’s credit market is doing better than ever, even as riskier developers get hammered by a slowdown in the sector.   

Local government financing vehicles -- which finance roads, bridges, subways and even some property development -- have won average coupons of % on newly issued dollar bonds so far in October. If sustained, that would be the lowest on record for any quarter ever. In contrast, developers are paying an average of about 10%.

The seeming irony of LGFVs cutting financing costs even as China’s broader real estate market goes through one of its toughest patches in years is largely down to the following: The entities are state-backed unlike their private-sector developer peers, even if some are also laden with debt. Many also have higher credit scores than those junk-rated property firms.

That makes them attractive even as speculative-graded firms from giant China Evergrande Group to smaller builders like Sinic Holdings Group Co. face debt crises.   

Demand has also grown for LGFV notes in the domestic market. That’s pushed spreads between LGFV and five-year sovereign yuan bonds carrying AA- ratings to the narrowest in nine months.

Local financing units aren’t without their own risks, however. China’s State Council -- or cabinet -- said earlier this year that it wants failing LGFVs to restructure or go bust if they can’t repay their debts. There have been a number of LGFVs that have had liquidity crunches recently, including one in Lanzhou city in central China.  

But unlike their developer peers, no LGFVs have ever defaulted on publicly traded dollar bonds. That alone sets them apart at a time when at least three developers have done so this month alone.

    The deli/food gets 5 stars! The employees that work back there are friendly! The mashed potatoes are also the best. The location is convenient, however that’s where the good stuff ends. Prices are high and the customer service from everyone not behind the deli counter is poor at best.

Dollarama is a Canadiandollar storeretail chain headquartered in Montreal. Since , it is now Canada's largest retailer of items for four dollars or less.[6] Dollarama has over stores and has a presence in every province of Canada; Ontario has the most stores.[7]


Rossy S Inc.[edit]

The first all-dollar store was founded in Montreal in by Salim Rassy, a Lebanese immigrant, whose name became Rossy.[8][9] His son George took over the retailer in and led the company until his death in when grandson Larry Rossy assumed leadership of it when it had 20 stores.[10]


The discount retailer grew to 44 stores by which until then operated under the name Rossy S Inc. (not to be confused with Rossy Michael, a similar chain founded in by another son of Salim Rassy[11]). That year, Larry Rossy opened the first Dollarama at the shopping centre "Les promenades du St-Laurent" in Matane. By the late s, Dollarama had become by far the primary source of revenue for the Rossy family. As such, the Rossy S chain was discontinued by the turn of the new millennium, with all of its stores either closed or converted into Dollarama locations.[12] After converting all the locations to the dollar store concept, Larry Rossy continued to open new stores reaching 1, stores in [10] In November , 80 percent of the chain was sold for $ million US, to a private equity fund, Bain Capital, of Boston, Massachusetts.[12]

Post IPO[edit]

Dollarama's initial public offering took place on October 9, [13] In , Dollarama was planning to expand its market to Latin America, and made an eight-year agreement to share its business expertise and provide sourcing services to Dollar City, a Salvadoran chain of dollar stores in Central America and Colombia.[14]

In , Dollarama established a partnership with the Marco G. R. Enterprise, resulting in the sponsorship of the first edition of the Formula Windsor Championship.[15]

In , Dollarama recalled over 50, children's toys due to dangerous levels of phthalates.[16]

The current number of stores are in Ontario, in Québec, in Alberta, in British Columbia, 42 in New Brunswick, 41 Manitoba, 40 Nova Scotia, 40 Saskatchewan, 25 Newfoundland and Labrador and 5 in Prince Edward Island [17]

Many items are priced at $ or less, and initially almost all items were priced as such.[12] In early , Dollarama began to introduce items priced up to $ (including $ and $ price points). Due to the positive response from consumers to the multi-price point strategy, the stores subsequently introduced items at $ and $ in August They again increased price points to include $ and $ items in August This price level increase allowed the chain to acquire products from a greater variety of sources, including closeout sales.[18] Adjustments may eventually happen to all prices.[19] Dollarama has always had a No Return and No Exchange Policy. Once an item is checkout/ bought, it cannot be returned or exchanged.

Payment in Dollarama stores was once by cash only, until Interacdebit cards were added as a payment option beginning in Gift cards began to be offered in As of , all Dollarama stores additionally support contact-less Interac Flash payments. In March , Dollarama announced that credit cards would be offered as a payment option at all stores by the end of summer [20] Customers will be able to pay with Visa, Mastercard, and American Express, following a successful pilot program.[21][22]

Many Dollarama stores were opened in place of former locations of the now defunct BiWay,[citation needed] which closed after a series of dubious financial transactions involving a new owner of the parent operation.[23] Dollarama officially launched its online store on January 21, where it will sell many of its products in bulk.[24] Only of the roughly products offered in Dollarama stores will be sold online, namely items that are easily purchased in bulk.[25]

Most large scale modern Dollar stores sourced products from their inception from China beginning in the mid s when they appeared on the retail landscape.[citation needed] This was the same time when Chinese companies entered the market and were allowed to manufacture for Western countries.[citation needed] Dollarama started branding sourced products starting in the very early s.[citation needed] Such brands include the store's line of stationery branded as Studio,[26] and plastic storage containers under the name Plastico.[27] For a long period of time the public did not know that these were created brands by Dollarama.[citation needed] This would only have been known if customers scrutinized the labels.[opinion] Such practices were not new: private labels were created as a far back as the early s in Canada by Canadian Tire with Motomaster products,[citation needed] and most retail stores followed.[relevant?]

An extremely large percentage of Dollarama products are privately sourced. In mid it rolled out its own store brand, "D". Unlike small dollar/discount stores, it sources most of its products directly from manufacturers, rather than from local unknown distributors.
