I’d been hoping that Watch Dogs: Legion Onlinewould launch this week with a greater sense of purpose than I’d seen in a preview of the mode two months ago. But it hasn’t, really. If anything has changed since January, it’s my realization at just how empty an open-world multiplayer experience is when only three other players can join it.

Ubisoft Toronto promises there will be more to do in a couple of weeks, which includes another PvP mode and some additional cooperative missions. But for me, the sticking point with Watch Dogs: Legion Online is that whenever I boot into a free-roam of London, the pool of potential teammates is three, and that’s it.

It’s not that the mode’s chaotic co-op slugfests need any more bodies. But with only four players to an instance, pretty much everyone needs to be there for the same activity, which is usually a five-chapter team job that takes less than an hour to finish. With Watch Dogs: Legion Online’s progression, currency, cosmetics, and roster of operatives all separate from the main single-player game, there’s not much reason to grind the solo tasks in the open world, either. Anything I gain from doing them stays in the online component.

Unfortunately, then, Watch Dogs: Legion Online plays right into the criticism that it’s an unnecessary mode that Ubisoft Toronto bolted onto a fundamentally single-player game. Unlike in Tom Clancy’s The Division 2, the single-player missions of Watch Dogs: Legion can’t be resolved more quickly or efficiently with additional firepower; extra players would just get in the way.

That’s perfectly OK, but neither is there any real need to turn Watch Dogs: Legion into a PvE cover shooter, with teammates holding out against waves of AI enemies, as is often the case with the cooperative missions’ structure. The base game already has far more variety and value than this, and its blend of stealth and near-omniscient hacking talents is rendered moot when everyone else in the squad is playing with a premium character who carries a fully automatic weapon.

As crestfallen as I was to realize I probably wouldn’t be bumping into others and helping them grind out their tasks, I was even more disappointed to find out that I probably didn’t want them trying to help me, either. Not that I was running into griefers or miscreants. The folks I encountered did seem like they wanted to play along.

The problem is, their idea of help was a guns-blazing frontal assault while I was tiptoeing through a courtyard with a spiderbot, looking for a server to hack, which is essentially a one-player job. Naturally, they raised every alarm, and a combat drone descended on my player character and filled her full of lead before I could get her back to cover.

Feeling we needed a more structured agenda to focus our talents, I started the cooperative mission. One player can boot all four into the event simply by selecting it from the map, which suggests to me that the developers view this open world as just a complicated lobby for the same multiplayer gametypes thatWatch Dogs 2 served up four years ago. If you really want to do the single-player side activities, join a friends-only session and don’t invite anyone.

There are three different cooperative mission sets for now, but there doesn’t seem to be much point in doing these jobs beyond building up another wardrobe (entirely separate from the main game) to outfit another roster of punks and hacktivists (also separate from the main game) — unless they’re one of the three premium characters available for real money only.

Watch Dogs: Legion Online’s raid, called a Tactical Op, won’t begin until March 23, so I can’t yet tell if that’s gotten any easier than what I played in the preview. The map says microphone communication is strongly recommended, so it sounds like coordinated teamwork is absolutely critical. I just hope the game is a little more clear about what everyone should be doing, because figuring that out for ourselves during January’s preview took more trial and error than was worth it.

If nothing else, this week’s update does deliver two additional single-player missions — “Guardian Protocol” and “Not in Our Name” — for those who own Watch Dogs: Legion’s season pass. I understand Ubisoft Toronto not wanting to overshadow the work (delayed twice) on the multiplayer mode. But if anything would encourage me to pop back into London, it’s more story missions that make use of my hacker talents, not run-and-gun rampages for more virtual clothing.


Watch Dogs: Legion launches its free online mode on March 9, giving players the chance to race their friends through the streets of London, take on a variety of intense new cooperative mission types and challenges, or pull together a band of buskers to meet by the Tower Bridge for an impromptu riverside performance. And if you’re feeling less harmonious, you can always go toe-to-toe in a round of darts, or blast the skittering legs off each other in Spiderbot Arena, a new PVP mode. Here’s everything you need to know about the online mode of Watch Dogs: Legion.

The first thing you’ll notice is that online mode exists as a standalone option from the main menu, and when you load in, you’ll be set up with a new Operative and tasked with building a new DedSec cell. online mode takes place after the events of the main campaign (though it contains no story spoilers), so you’ll once again be able to recruit anyone you come across in the open world of London. However, the recruitment process is streamlined, allowing you to instantly recruit folks by spending Influence points. These are earned by completing missions, ranking up in the seasonal progress track, and finishing daily and weekly challenges. Keep in mind that Influence points are also used to upgrade gadgets and expand your arsenal and skills, so spend them wisely.

This change was made not only to expedite recruitment for the online setting, but also to adapt the Play As Anyone philosophy to the cooperative experience, says Lathieeshe Thillainathan, live producer on Watch Dogs: Legion. “We wanted you and your co-op partners to be able to recruit the same person, so that when you leave the session, you have kind of a memory with each other, that ‘Hey, we recruited the same person together!’”

“Having a dedicated space [for the online mode] allowed for that kind of freedom,” says Thillainathan. “I think it also just creates a really cool social experience if you have a memory of recruiting somebody with a friend of yours, and I think that's a very powerful thing to have in a game about people and building a resistance.”

Watch Dogs: Legion’s online mode really gets going with co-op missions. These are unique to the online mode, and task you and your crew of two-to-four hackers with objectives like destroying vehicles, neutralizing targets without being detected, and coordinating hacks, all in service of building out your own little faction of DedSec to face the challenges to come. Many co-op mission types only require two players, and are built to encourage players to work together and complement each other’s skills and Operator choices. There are activities that can be completed solo as well, so you can work on your cell while waiting for other folks to join.

Though online mode is separate from the single-player campaign, the team has had co-op in mind for quite some time. “We know our game works really well in co-op,” says Thillainathan. “Even the tools that we have show it, like the construction drone. When we built it, we were like ‘Hey, it’d be really cool if four people can ride this at the same time,’ so then we made the construction drone big enough so four people can ride it.” If you’ve ever appreciated the ample size of the construction drone in single-player, well, now you know why.

Watch Dogs: Legion’s online mode takes the game’s systems and mechanics and adapts them to create situations in which players need each other’s help, and nowhere is this clearer than in the ultimate co-op challenge: the Tactical Ops missions. Tactical Ops are five-stage challenges that require intensive communication, coordination, and teamwork, and a team of four is highly recommended. In these endgame-level missions, if a single member of the team is eliminated, the entire crew will have to start the stage over from the beginning. Couple that with some new gameplay mechanics, and Tactical Ops missions can make for some intense encounters.

However, Thillainathan says that, “we didn’t want to create an experience that was so elite that only one percent of players could ever get to it, so we made sure that most people can build up to Tactical Ops as they play regular online content. We also felt that in order to create a need for other players, we needed to create exotic moments — like playing in stealth as a four-player squad — that you normally wouldn't do in other parts of the game. We made moments where one player’s entire gameplay experience is very different, and they're controlling something very different.”

We took on this very stealthy segment of a Tactical Op in our play session, which sent us to a quarantine zone that was being patrolled by invulnerable and unhackable counterterrorism drones. In this instance, fighting back wasn’t an option, so the four of us had to coordinate our movements, watch our angles, and time our hacks to sneak throughout the area so we could take down the drones without a scratch. This was easier said than done, of course, but we finally found success with a new plan: taking advantage of the aforementioned cargo drone capacity to all hop on top of one drone, each picking a direction to watch and flying out of range when the drones drew too near. Thillainathan says that his crew designated one player to be the decoy and draw the drones’ attention with an Operative skilled in parkour. (Which is cool if you don’t like flying, I guess.) In another segment of the Tactical Op, our crew was tasked with executing hacks on two separate Albion facilities. Sounds simple enough, right? Except that the hacks needed to be simultaneous, and the facilities were on opposite sides of the city. So, with our squad split into two teams, we raced to our objectives, infiltrated our locations, stole the required keys, and waited until we were all in position to begin executing our hacks. The in-game voice chat was crucial in coordinating the timing, so plan to be on comms when you and your squad get together.

Each Tactical Op is divided into segments that earn you checkpoint saves upon completion, so you don’t have to complete every phase in one session. “We wanted to be conscious of players’ time,” says Thillainathan, “and we know that having a good balance of how much time you put into the game and how much value you get out is important. We don't want to have you sit and play for an extended time, and then if you lose, you lose that whole night. We tried to create a healthy way of playing games and to create an invitation for players to connect again.”

The final stage of a Tactical Op is a boss encounter, a custom-designed fight that poses a stiff challenge even for coordinated teams. When designing, say, a massive armed drone that requires careful maneuvering, sharp shooting, and good puzzle sense, the team kept in mind that not every player would necessarily have the same skillset.

“We thought, ‘What’s the best way to get all four players to have a specific role?’” Thillainathan says. “We designed it so that if you do bring in a parkour specialist, or someone that does gunkata, or a construction worker, or even a grandma, they all can join in. We felt the best way was to build a bespoke end sequence where you’re in a very confined space, but you can see all of your friends together, and can make coordinated attacks that way.”

If your cooperative spirit starts to wane, Watch Dogs: Legion’s online mode has a place where you and your friends can blast each other to absolute smithereens: the Spiderbot Arena. You control an armed spiderbot in a free-for-all arena deathmatch. Matches are fast-paced and frantic, as you scurry and double-jump your way to randomized mystery boxes that contain powerful weapons like shotguns, lasers, tracking missiles, and more. Take out enough opponents in a row and you’ll be rewarded with a killstreak bonus that could reveal enemy locations, supercharge your weapons, or give you a shield. Rack up the most eliminations at the end of the six-minute round to come out on top. To the victor goes the glory, and some tidy rewards to boot.

Watch Dogs: Legion online is nearly here. Ubisoft will deliver the multiplayer mode of Watch Dogs: Legion — the London-set third game in the series — in two weeks' time, after what will have been over four months since the game's launch on PC, PlayStation 4, and Xbox One. Since then, it's also gotten free next-gen ray-tracing-enabled upgrades on PlayStation 5 and Xbox Series S/X. Watch Dogs: Legion online is set after the single-player campaign and comes with a narrative justification: the private police force Albion is hitting back (it's necessary albeit unimaginative) which forces you and your hacktivist outfit DedSec to protect London, once again.

Of course, it's not all story-driven. While Watch Dogs: Legion's co-operative missions are limited to teams of four, there's also an eight-player competitive mode at launch. Additionally, Ubisoft has said that more co-op and PvP modes are coming later, including the returning “Invasion” mode from Watch Dogs 2 that lets you infiltrate and hack into other players' games.

I've played Watch Dogs: Legion for a few hours only thanks to an early access programme devised by Ubisoft back in January. As such, I don't feel comfortable meting out a review of Watch Dogs: Legion online. More so because Ubisoft has prohibited us journalists from talking about the technical side of things. To be fair, Watch Dogs: Legion online was a “work in progress” then, and it's remained in testing ever since — Ubisoft also had a closed tech test for the general public — so it's likely that the game will be in a much different (and potentially better) situation by the time it's available to all. Instead, what I'm going to do here is give you an idea of what you can expect from Watch Dogs: Legion online.

The online multiplayer component of Watch Dogs: Legion debuts March 9 on PC, PS4, PS5, Xbox One, Xbox Series S/X, Stadia, and Amazon Luna. Originally, Watch Dogs: Legion online was planned for a December 2020 release, but Ubisoft opted to push it to “early 2021” to prioritise fixes for the single-player mode. It's now coming after a three-month delay.

Can I play with my existing operatives?

Unfortunately, no. Although Watch Dogs: Legion online takes place in the London you know, it's a completely separate version of the English capital than the one you've explored in single-player. As such, your Watch Dogs: Legion single-player save game (and the legion of operatives you've amassed) won't be carried over to online multiplayer.

For what it's worth, in Watch Dogs: Legion online, you don't have to go through recruiting missions to get new operatives and their associated abilities. Instead, you just spend Tech Points (it's the in-game currency marked by a green hollow diamond) to do so. Tech Points were previously limited to buying and upgrading a wide array of technological upgrades (gadgets, weapons, hacks, and more). Completing any activity in Watch Dogs: Legion online gives you Tech Points, in addition to new player XP and cosmetic upgrades.

And while Watch Dogs: Legion will let you play a variety of new missions with friends, you can't enlist their help with the game's single-player campaign.

At launch, Watch Dogs: Legion online will offer four modes.

The biggest of them all, 'Tactical Ops', tasks you to complete a series of five interconnected missions for which you must coordinate and communicate with your human teammates. These are the most elaborate and demanding of the lot. The first one is called 'Leader of the Pack'.

Watch Dogs: Legion online also allows you to create teams made up of AI operatives. With them, you can take on a whole host of co-op missions around London that are designed for two to four players.

The third offering is Spiderbot Arena. It's the only player-vs-player (PvP) mode at launch. In Spiderbot Arena, up to four players use their spiderbots to destroy other spiderbots in rounds lasting six minutes.

Lastly, Watch Dogs: Legion online also has a bunch of neighbourhood activities — the smallest of the lot — that can be completed solo and don't require the assistance of teammates. These are meant to be encountered as you explore the London open world with your friends.

Watch Dogs: Legion online gameplay

The first time you launch Watch Dogs: Legion online, you will be asked to complete a small onboarding mission. Until you complete this, you will not be able to play with your friends — or roam around in the online open world where you can encounter other players.

'Tactical Ops' is the toughest mode, as I said before, available right now. A mission I took part in tasked our team of four, split into two pairs, to coordinate a hack at two major facilities. You can choose to infiltrate the place quietly, or go in guns blazing. But either way, once you've triggered the initial hack, you'll be facing the full wrath of Albion.

If your teammate goes down, they can be revived in a specific duration. But if you fail to do so in the allocated time, they will stay dead. If you don't have enough teammates to complete a Tactical Op, the mission will fail and you'll have to start from scratch.

Tactical Ops missions can get quite annoying at times though. Some sections involve endlessly spawning enemies. So even if you manage to kill everyone but can't proceed because your other squad hasn't completed their objective, you'll be left to take on a relentless wave — which can naturally get tiring. I'm speaking from experience here. My team ended up in such a situation, and we eventually gave up on the mission altogether after 20 minutes.

Not all Watch Dogs: Legion missions are as exacting.

Outside of Tactical Ops, you'll usually be asked to complete a series of objectives at one or more locations. This might involve, say, a coordinated laptop hack, riding to a new location, and then stealing vehicles. Or it could include storming into a building, taking down some devices while dealing with mafia heat, before using a boat to ride out to a floating target guarded by automated turrets. As long as one of your party manages to complete the mission, you're good.

'Spiderbot Arena', as the name goes, takes place in a small arena similar to how FPS games work. The arena is divided into tiers that you can climb with the help of your spiderbot. As you navigate around the arena, you'll find health packs that help you regain health, and a bunch of weapon pickups such as bolt/ seeker missiles, shotgun pellets, clustergun, and more. The higher you climb up, the better weapons you'll be granted.

You get points for destroying other spiderbots. And if you're destroyed, you respawn and go at it again. Each Spiderbot Arena round lasts for six minutes, and the winner is whoever comes out on top with the most points at the end.

Watch Dogs: Legion (stylised as WATCH DOGS LΞGION) is a 2020 action-adventure game developed by Ubisoft Toronto and published by Ubisoft. It is the third instalment in the Watch Dogs series and the sequel to 2016's Watch Dogs 2. Set within a fictionalised representation of a futuristic, dystopian London, the game's story follows the hacker syndicate DedSec as they seek to clear their names after being framed for a series of terrorist bombings. DedSec also attempt to liberate London's citizens from the control of Albion, an oppressive private military company which turned the city into a surveillance state following the bombings.

While the core gameplay is similar to its predecessors, consisting of a combination of shooting, driving, stealth, and hacking puzzles, Legion introduces a multiple playable characters system, allowing players to recruit virtually any NPC found in the game's open world. Each playable character has their own unique skills and backgrounds, and can be lost permanently if players enable the option of permadeath before starting a new game. There are multiple ways to complete missions depending on which playable character is selected. In March 2021, a cooperative multiplayer mode was added to the game, allowing up to four players to complete missions or explore London together. New content is being added regularly to both the single-player and multiplayer modes, with season pass owners gaining access to exclusive missions and characters.

Legion was released on 29 October 2020 for Microsoft Windows, PlayStation 4, Xbox One, and Stadia, and as a launch title in November for the Xbox Series X/S, the PlayStation 5, and Amazon Luna. Upon release, the game received mixed to positive reviews. Critics were polarized over the multiple playable characters aspect, with some appreciating its diversity and the inclusion of permadeath for allowing emotional attachment from players, while others criticized the characters' lack of personality and the imbalance between their abilities. Criticism was also aimed at the game's world, driving mechanics, inconsistent difficulty, repetitive missions, online features and technical problems.


In Legion, players can recruit non-playable charactersto join the hacker group DedSec. Following the completion of their recruitment missions, players would be able to control them directly.

Watch Dogs: Legion is an action-adventure game played from a third-person perspective, and taking place within an open world setting based upon London, which can be explored either on foot ─ utilizing parkour moves ─ vehicles, or fast-travelling via the city's Underground stations. Eight of London's Boroughs are represented in game: Westminster, Wandsworth, Lambeth, Southwark, Camden, Islington, Hackney and Tower Hamlets, in addition to the City of London.[3] The game is composed of several missions, including those that progress the main story, liberation missions aimed at freeing the city's boroughs featured in the setting, recruitment missions for new playable characters, and various side-activities, with players able to freely pursue a mission or activity, or explore the city for secrets and collectibles. Each mission's objectives can be handled via one or several different approaches: an open-combat approach utilizing a variety of weapons; a stealth approach utilizing the environment to avoid detection and monitoring enemy patterns; or a hacking approach using any hackable object to subdue enemies with traps or distractions, while seeking out objectives via cameras and remotely accessing them. Combat includes a mixture of gun fights ─ involving lethal and non-lethal firearms ─ and hand-to-hand combat moves, with enemies making use of different methods depending on how the player acts against them in combat (i.e. a guard hit with a punch will use melee attacks, but will begin shooting if the player draws their firearm). Players can be pursued by enemies when escaping, including hostile drones, but can lose them by utilizing hack-able environmental objects (i.e. vents) and avoiding line of sight with pursuers.

Unlike previous games in the series, Legion features the ability to use multiple characters during a playthrough, each of whom can be recruited from around the game's setting.[4][5] While the player must choose a character to begin with after the story's prologue chapter, others may be recruited upon completing the initial story missions of the game from anywhere around the game's setting, which can also include those working for hostile factions. Those recruited become operatives that the player can freely switch to at any time, as well as customize with different clothing options,[6] with each recruit-able character maintaining their own lifestyle and occupation when not active (i.e. spending time drinking at a pub). Each character that can be recruited has different traits and skills, based upon their background ─ a spy operative has access to a silenced pistol and can summon a special spy vehicle to travel around with, armed with rockets; a hooligan operative can summon friends to help in a fist-fight; a builder operative can make use of large drones for heavy-lifting and a nail-gun for combat; while an "adrenaline junkie" operative can deal more damage, but risk the possibility of being knocked out/dying at random moments.[6] Operatives can gain experience when used by the player, which allows them to gain additional skills and abilities to improve them, with the player able to provide additional upgrades for all characters by spending "tech points" ─ a collectible scattered around the city, which can be spent on weapon and gadget upgrades. In addition to standard recruitable NPCs, the player can also acquire special NPCs to their roster, known as "Prestige Operatives" ─ these unique characters possess exceptional weapons and gain access to stronger perks as they improve in level than standard operatives.

All potential recruits have an additional statistic, which details whether they can be recruited when approached ─ their thoughts on DedSec. Some recruits may not join if either they favour those that oppose them (such as a hostile faction), if the player has a character in their roster whom they hate or if DedSec did something to harm another NPC they have good relations with.[6] If a recruit can be brought in, players will be required to complete a mission from them related to a problem they need resolving.[6][7] An example of such a mission would be helping someone determine why they are being constantly spied on more frequently of late. Any character that can be recruited can be killed during a playthrough whether in combat, accidental death or explosion, or from their own traits, and thus be permanently removed from the player's roster of playable characters, provided the player has the permadeath option enabled. If in permadeath mode the player loses all their characters from death or arrest, the game ends. In games with permadeath disabled, operatives will be incarcerated or hospitalised after being arrested or 'critically injured'; the time these characters spend being unable to be used can be reduced if the player recruits certain characters, such as medical or legal staff. In addition, some operatives may still die permanently, but only if they have certain traits that lead to a random and unexpected death.


The online component of the game, introduced in March 2021, allows for four-player cooperative gameplay, which aimed to share progression between the single-player and multiplayer modes.[2] The multiplayer experience offers several different activities for players to engage in, including city events, co-operative missions (including the more complex "Tactical Ops"), and the "Spiderbot Arena" competitive mode, where players controlling miniature spiderbot gadgets fight in free for all matches. The asymmetrical multiplayer mode "Invasion" from the previous two Watch Dogs games also made a return several months after release, with several changes.[8]

Like the single-player mode, players can freely explore London and recruit new operatives to their team; however, rather than completing short missions for each character, this is done by spending "Influence" (an in-game form of currency). Influence is also used to unlock gadgets and character upgrades, and can be earned from completing missions and daily/weekly objectives, bought with real-life money from the in-game store, or found across the map, along with masks and experience points (the locations of collectibles change weekly).

Watch Dogs: Legion Online uses a seasonal approach to introduce new content to the game. During each season, a different roadmap with various rewards (Influence, weapon skins, character clothing etc.) is featured. As players complete missions and other activities, they gain experience points and rank up, unlocking the next reward in the roadmap. When a season ends, the next one automatically starts and the player's rank is reset to 0.



Watch Dogs: Legion takes place within a fictionalised representation of London in the "near future".[9] The setting encompasses notable landmarks, boroughs, and cultural styles of the city, such as the political borough of Westminster, Big Ben, the London Eye, Buckingham Palace and more. Since the events of Watch Dogs 2, technology has vastly changed as a result of an acceleration of automation and artificial intelligence (AI), which has effectively improved Britain's economy at the cost of many blue and white collar jobs, with the Pound sterling having been overtaken and undermined by the cryptocurrency 'ET0', which has almost replaced the pound entirely within London. AR and VR systems are commonplace across the city, accompanied by an increase in quadcopter drones and electric cars, an established 6G mobile network, and the introduction of driverless cars, much of which is enhanced through the use of ctOS (central Operating System) ─ the centralized computer network developed by technology company Blume, featured in both Watch Dogs and Watch Dogs 2.

The game focuses on DedSec, a hacker group consisting of various branches across the world, who fight against authority regimes and groups that utilise ctOS for their own selfish goals at the expense of ordinary citizens. Their main enemies include Zero Day, a rogue hacker group that frames DedSec for a series of terrorist bombings; Albion, a private military company that takes over as law enforcement across London and supersedes the British government's control over the city; Clan Kelley, a criminal syndicate that has monopolised the use of the dark web, conducting human trafficking and abductions; Broca Tech, a corrupt technology corporation; and Signals Intelligence Response (SIRS), an intelligence agency consolidating all of Britain's intelligence network.


The London branch of DedSec, led by Sabine Brandt and her newly crafted AI, Bagley, detect armed intruders planting explosives in the Houses of Parliament. DedSec operative Dalton Wolfe goes to defuse the bombs and discovers the intruders are members of a rogue hacker group called "Zero Day". Although Dalton manages to prevent Parliament's destruction, he is swiftly gunned down by drones commanded by Zero Day's leader, who detonates additional explosives around London and orders an attack on DedSec's hideout, forcing Sabine to shut down Bagley and go into hiding. In the wake of the bombings, the British government contract Albion with restoring order to London and hunting down DedSec, who are held responsible for the chaos, effectively causing social and political unrest amongst the city's inhabitants.

Months later, Albion enforces the law without political oversight, transforming London into a surveillance state with the aid of its ctOS network and SIRS ─ a collation of Britain's intelligence agencies. As a result, citizens have their personal liberties severely restricted and their lives constantly monitored,[6] while those who question Albion's methods are either convicted or deported to Europe. In addition, organised crime is on the rise, despite Albion's presence. Although most DedSec members have been arrested or killed by Albion, Sabine resurfaces when she finds a new recruit (the player character) through ctOS, who is sent to reactivate the group's safehouse and Bagley. The player helps DedSec slowly rebuild their strength as they find more recruits who, under Sabine's co-ordination and with Bagley's help, liberate various boroughs by encouraging citizens to rise up in defiance of their oppressors.

After rebuilding their forces, the player and DedSec investigate the bombings and discover that both Albion's CEO Nigel Cass and Clan Kelley were involved, and are taking advantage of London's current situation for their own ends; Clan Kelley is using people from Albion's deportation centers for their human and organ trafficking operations, while Cass plans to enforce peace across London with an automated drone army named 'Project Themis', that can identify and neutralize threats before they occur. During this time, the player and DedSec also investigate Broca Tech's CEO Skye Larsen and discover that her advanced AI projects, including Bagley, are the result of neural-mapping, which traps humans in cyberspace with no memories of their past life. The player and DedSec eventually deal with Larsen and shut down her experiments. At the same time, a SIRS whistleblower named Richard Malik enlists DedSec's help in proving SIRS leader Emma Child was behind the Zero Day bombings, only to turn on them once it is revealed he was trying to infiltrate the group to supply their identites to Albion. Malik frames DedSec for another bombing that kills Child and allows him to take over SIRS, but the player captures him and proves their innocence.

Eventually, the player and DedSec infiltrate a slave auction hosted by Clan Kelley's leader, Mary Kelley, and discover she helped Zero Day smuggle their explosives into the country. After gathering enough evidence to get Kelley convicted, the player and Metropolitan Police Service Detective Kaitlyn Lau attempt to capture her, but ultimately leave her to be killed by her former slaves. Meanwhile, after DedSec sabotaged his drone project and expose his crimes to the public, Cass barricades himself in Albion's main base at the Tower of London. Fearing Cass will attempt to retaliate against his enemies, the player and DedSec infiltrate the base and kill him.

As DedSec celebrate their actions, Zero Day suddenly hacks the group, stealing the tech they had acquired. Tracing the hack, they quickly discover that Sabine was behind the bombings and Zero Day, and that Cass helped her until double-crossing her for control of data gathering technology. In response, Sabine restarted DedSec simply to get revenge on Cass, recover what he had stolen, and seek out other components she needed. As the player and the group evade Sabine's efforts to stop them, they discover she intends to use the stolen technology to create a patch for Bagley that will be used to take control of the Britain's ctOS infrastructure, plunging the country into chaos in hopes it will force society to forgo technology and restart. To prevent this, Bagley willingly agrees to be shut down. Avoiding the rampant chaos caused by Sabine across London, the player confronts and kill her, while successfully shutting down Bagley and preventing the patch being sent across the country.

While the British government reviews its contract with Albion and local law enforcement begins work to resume operations, DedSec finally clear their names and are praised for exposing considerable crimes and corruption across the city. In an epilogue scene, they manage to restore Bagley to his original state, and continue to rely on him to help them finish off loose ends around London.


Some time after the Zero Day bombings, but prior to DedSec's resurgence in London, former vigilante Aiden Pearce accepts a contract from his fixer partner, Jordi Chin, in London, believing it will allow him to reunite with his estranged nephew Jackson, who is attending college there. Aiden's assignment is to infiltrate Broca Tech's Deep Labs and acquire photographic evidence of a new robot design project headed by Thomas Rempart, as well as retrieve a device called the "BrocaBridge". However, his attempt is foiled by Reginald "Wrench" Blechman, a former member of DedSec San Francisco, who also wants the BrocaBridge for his own ends. A struggle ensues between the two, which results in Wrench escaping with the BrocaBridge and Aiden being captured by Rempart's men. Aiden later escapes with Wrench's help and makes contact with Jackson. Despite not wanting to get involved, Jackson guides Aiden toward a DedSec contact, Connie Robinson, who helps him get set up in exchange for helping out with several tasks. Rempart also contacts Aiden, demanding him to retrieve the BrocaBridge while threatening to harm Jackson.

With Jackson's help, Aiden tracks down Wrench at his hideout and confronts him. Wrench reveals that he was hired by Rempart to design the robots for his project, but was ultimately betrayed, so he took revenge by stealing the BrocaBridge, which Rempart needs for the next phase of his project. Meanwhile, Rempart finds and captures Jackson to ransom him for the BrocaBridge. After obtaining the device from Wrench, Aiden delivers it to Rempart, unware that it is an explosive fake created by Wrench. The explosion disfigures Rempart's face and allows Aiden and Jackson to escape, though Aiden is shot in the process and falls into a coma. Wrench allows Aiden and Jackson to stay at his hideout and obtains medical supplies to help Aiden recover. During this time, he also becomes acquainted with Jordi and agrees to carry out several fixer contracts for him in Aiden's place.

Later, Wrench is contacted by Skye Larsen, who offers to help with Aiden's recovery in exchange for retaking control of her facilities from Rempart. Upon doing so, Larsen proposes an experimental trial on Jackson using the BrocaBridge to link his mind with Aiden's, which he agrees to do in spite of Wrench's protest. Jackson enters Aiden's mind with the BrocaBridge and, after revisiting several memories from his past, helps him overcome his guilt for his role in the death of Jackson's sister Lena seventeen years ago. Deciding to leave his vigilante persona behind, Aiden awakens from the coma and makes amends with Jackson. With Aiden saved, Wrench works with him and Jackson to defeat Rempart, who is attempting to escape London on his personal barge. Wrench boards the barge and destroys Rempart's robot army before handing him over to Albion authorities to be arrested.

Some time later, Connie informs Aiden and Wrench that one of her DedSec contacts found an operative who survived the London attacks, and asks them to establish a communication link with her, leading into the events of the main campaign.

Assassin's Creed expansion[edit]

This non-canonical crossover with the Assassin's Creed franchise focuses on DedSec helping Darcy Clarkson, a member of the Assassin Brotherhood and a descendant of renowned 19th century assassins Jacob and Evie Frye.[10] After intercepting a conversation between Darcy and a Templar, Graham Westerly, DedSec learn about the secret war between the Assassins and Templars, and that the former have been forced to leave London after being hunted to near-extinction. They also discover that Darcy returned to London to rescue her brother Lucas, who was captured while trying to reduce the Templars' control over the city. After tracking down Darcy, DedSec agree to help her rescue Lucas, who is being tortured by Graham to learn the location of a hidden Asssassin tomb in London; however, Graham murders Lucas after obtaining the information he wanted.

After finding the Assassin tomb on the Buckingham Palace grounds, DedSec help Darcy get inside to investigate. She discovers statues of several Assassins, including Jacob, Evie, and Edward Kenway, and a vault containing an Assassin outfit, which she dons. Graham arrives moments later accompanied by Albion soldiers, but Darcy manages to kill them all; before dying, Graham claims that the Templars will remain in control for as long as the Assassins are too afraid to fight back. After leaving the tomb, Darcy decides to stay in London to continue fighting the Templars, and accepts DedSec's invite to join them.


Watch Dogs: Legion was developed by Ubisoft Toronto,[2] with additional work provided by sister studios Ubisoft Montreal, Ubisoft Paris, Ubisoft Bucharest, Ubisoft Kyiv and Ubisoft Reflections.[2] The development team was headed by creative director Clint Hocking,[11] who was recruited to assist on the game's creation due to Ubisoft moving development from their studio in Montreal to Toronto, and recruiting developers who had previously worked with him on Far Cry and Far Cry 2.[12]

Upon its reveal at E3 2019, many outlets described the futuristic London setting as post-Brexit, what could potentially happen following the expected departure of the United Kingdom from the European Union. This choice of setting became a point of debate in the media, as there are several political questions related to post-Brexit. Hocking stated that they had come onto the idea of this setting around a year and a half before the actual Brexit vote in 2016, and that while the game does involve Brexit, the intent was not to try to debate the nature of Brexit, but to show and debate elements already existing in the world today that lead to events such as Brexit.[13] On 25 January 2020, Hocking pointed out that, as a "creator of culture",[14] the aim of including real-world elements such as Brexit is to provide a means of engagement for players about the world around them, though with the development team taking considerable thought on how to implement these and other events occurring in the real-world within Legion's setting.[14]

Ubisoft partnered with British rapper Stormzy for a special in-game mission named "Fall on My Enemies" that would be available at the game's launch. Stormzy also recorded a music video for "Rainfall", from his album Heavy Is the Head, using motion capture for the game.[15]

The game supports Deep learning super sampling DLSS (Nvidia GPU) and ray tracing technology.[16]

Source leak[edit]

In 2020, Legion's 560 GB[17] source was reportedly leaked by hackers on the Dark Web.[18][19]


Watch Dogs: Legion was teased by Ubisoft via Twitter on 5 June 2019, before its announcement at E3 2019.[20] The game was initially scheduled for release on 6 March 2020,[4] with the PC versions of the game being exclusive titles for the Epic Games Store over a year-long period,[21] but Ubisoft delayed the launch in October 2019.[22][23][24] By July 2020, they announced during their "Ubisoft Forward" event, that the game would be released on 29 October 2020, for Microsoft Windows, PlayStation 4, Xbox One, and Stadia.[25][2] Release dates for versions of the game for PlayStation 5 and Xbox Series X/S, unveiled during this same announcement,[26] were made over the course of September and October: the Series X/S version was announced as a launch title for the platform after Microsoft confirmed the console's launch date for 10 November 2020;[27] while the PlayStation 5 version was confirmed to release as a digital launch title on 12 November, with a physical copy on 24 November.[1] A version for Amazon Luna was officially announced on 29 October, and released on 10 November.[28]

In January 2020, BBC reporter Marc Cieslak conducted an interview with Hocking about the game for Click, which, in a world's first, involved using the studio's motion capture software to allow it to take place within the virtual setting of the game.[14][29]

Post-launch content[edit]

The game's multiplayer component was initially scheduled for a 3 December release, but was pushed back to early 2021 due to numerous game-breaking glitches and bugs that needed to be fixed. The multiplayer mode was added on 9 March 2021 for most platforms,[30] and 18 March for Microsoft Windows.[31] However, the Tactical Ops missions weren't added until 23 March due to technical issues.[30]

On 4 May 2021, the first major content update for the game was released, adding two new types of playable characters (DJs & First Responders), five special abilities, two gadgets, character customization options, and missions for the multiplayer mode. Season Pass exclusive content included a new mission for the single-player mode, "Swipe Right", and a new playable character, Mina Sidhu, who has mind control powers.[32] On 1 June, a new series of Tactical Ops and a free character were released. Additionally, a zombie survival horror game mode titled Legion of the Dead was made available in alpha on the PC version of the game.[33]

A story expansion titled Bloodline was released on 6 July 2021, both individually and as part of the Season Pass. It is a prequel to Legion, set several months before the events of the main game, and features the return of Aiden Pearce, the protagonist of the first Watch Dogs, and Wrench, a main character from Watch Dogs 2, who also become playable in the normal campaign and the online mode.[34] The expansion adds ten story missions, and side content in the form of "Resistance Missions" for Aiden and "Fixer Contracts" for Wrench.

An update released on 24 August 2021 added Assassin's Creed-themed missions, weapons, abilities, and gadgets, as well as a new playable character, Darcy Clarkson, a member of the Assassin Brotherhood, who is available through the Season Pass. The update also introduced two new online game modes, "Invasion" and "Extraction", and a New Game Plus mode titled "Resistance Mode", which allows players to replay the single-player campaign on a higher difficulty while retaining all their previous upgrades. Furthermore, the Legion of the Dead mode was made available on consoles as well.[35] On 30 August, as part of a crossover with the television series Money Heist, Ubisoft added a multiplayer heist mission and outfits based on the disguises worn by the show's protagonists.[36]


Critical response[edit]


Watch Dogs: Legion received "mixed or average" reviews on all platforms except on Xbox One which received "generally favorable" reviews, according to review aggregatorMetacritic.[53]

Electronic Gaming Monthly's Michael Goroff, who gave one of these reviews, remarked that the game "offers a novel way to experience an open world, with its interconnected NPCs and the introduction of permadeath to the genre", noting that in this aspect the game provided a real relationship between players and the characters they recruited, particularly in ensuring their survival during a playthrough. However, Goroff noted that this aspect had a flaw, pointing out that other NPCs already recruited wouldn't react like allies when the current operative runs into them while dealing with hostiles, and that there were limitations in that players would need to search amongst considerable numbers of NPCs to find those with skills they wanted.[42]

VG247's Lauren Aitken was critical of the background of the game's story and the repetitive nature of missions, noting how their structure remains the same even when the "difficulty suddenly ramps up after the 404 and Skye Larsen storylines", while pointing out that each mission strand's storyline was relatively "short". The lack of uniqueness in the NPCs' accents was also criticized, with Aitken adding that players would mostly find it useful to go primarily for those with hacking skills, due to how much of the game requires these. Overall, they found that the game would be of interest mostly to "Watch Dogs fans and more die-hard anarchists".[51]

On the other hand, IGN's Dan Stapleton praised the diversity of NPCs in the game, remarking that which NPCs the player decides to recruit can have a significant effect on the overall gameplay, and that this diversity enables numerous possibilities and encourages the player to use their creativity. Nevertheless, Stapleton argued that more could have been made of this diversity, and that the game didn't do enough to encourage the player to recruit weaker characters.[54] Similarly, Keza MacDonald of The Guardian declared that the game includes "the most diverse cast in gaming history" and praised the ability to recruit any non-player character but criticized that the characters do not meaningfully interact with one another. Furthermore, she noted that the game's willingness to be political was "refreshing" and commended the "impressively well-written speeches about the forces of populism and the sinister influence of the world's data giants" but noted the disparity between the writing "pantomime evil" of the game's villains, noting that the storyline "doesn't gel with the script or voice acting, which are wacky, stuffed with puns and British slang and of wildly variable quality". She concluded that "unlike the glossy, beautiful, but samey open-worlds that have dominated the genre in the past few years, [Legion] is ambitious, imperfect and unashamedly weird" and gave it 4/5 stars.[55]

Another point of criticism was the game's driving mechanics, which VideoGamer's Josh Wise called "chunky".[52]


It was nominated for Innovation in Accessibility at The Game Awards 2020.[56]


During its first week on sale, Watch Dogs: Legion was the best-selling game in the UK when counting physical and digital sales,[57] the second best-selling retail game in Switzerland at the all-format charts,[58] and the fourth best-selling retail game in Japan at the individual-format charts. 40,962 physical copies of the PlayStation 4 version were sold that week in Japan.[59]

LONDON, UK – 9TH MARCH, 2021 – Today, Ubisoft announced that the online mode for Watch Dogs: Legion is now available on Xbox One, Xbox Series X | S, PlayStation®4, PlayStation®5 and Stadia at no additional cost for Watch Dogs: Legion players. The mode will also be coming shortly after on the Epic Games Store and Ubisoft Store on Windows PC, and Ubisoft+*, Ubisoft’s subscription service.
The online mode of Watch Dogs: Legion includes:

  • Free-roam open-world co-op where players can team up with their friends for up to four-players and explore London, encounter city events, complete challenges and participate in side activities.
  • New co-op missions for two-to-four players using new co-op gameplay mechanics and giving players the opportunity to recruit the perfect team and fight back against London’s threats across the most iconic landmarks of the city.
  • The first available Player-vs-Player (PvP) mode, Spiderbot Arena, where four players control armed spiderbots and compete in a high intensity free-for-all deathmatch.
Two exclusive single-player missions for Season Pass owners are also available today:
  • Guardian Protocol: DedSec will track down an algorithm that shows that AI can sometimes override human decision. If this algorithm was to be used in weaponized drones… they would have power over life and death.
  • Not In Our Name: DedSec discovers a secret group using their name in London, working under the orders of a ruthless tabloid owner, who uses information stolen by this group to blackmail his notorious victims and gain power in the city.

On 23rd March, “Leader of the Pack,” the first four-player co-op Tactical Op which will require teamwork and efficiency will be available. More content will continue being added after launch through free updates, including Invasion PvP mode, all-new co-op missions, free characters and more.
In Watch Dogs: Legion, London is facing its downfall. Amidst the growing unrest of a restless London, an unknown entity named Zero-Day has framed secret underground resistance DedSec for coordinated bombings across London. In the aftermath, criminal opportunists from every corner of London took hold and filled the void left by a defeated government. As a member of DedSec, players will be going up against those criminal opportunists in Watch Dogs: Legion; sadists, mercenaries, cybercriminals, and more; they’ll have to be prepared for a variety of situations. Players must recruit members into their DedSec Resistance to take on these criminal opportunists, liberate London and uncover the identity of Zero-Day.
