Route 10 (Japanese: １０番道路Route 10) is a route located in northeastern Kanto. It connects Route 9 in the north to Lavender Town in the south. The Rock Tunnel and Kanto Power Plant are located on this route.
Power Plant access
At the point where Route 9 becomes Route 10, a northerly path heads toward the river, as well as a narrow strip of land along the northern tip of Route 10 which is fenced off from the rest of the route. From this strip, Trainers who possess the ability to use Surf out of battle can Surf east along the river, then south past the remaining portion of the northern half of Route 10 (separated from the riverbank by a long fence) before turning west north of the Rock Tunnel's southern portal and making landfall just southeast of the building.
There is a lone Trainer located on the beachfront southwest of the Power Plant.
In Generation III, the Power Plant has a backdoor, allowing exiting the Power Plant immediately after battling Zapdos; due to a ledge, it can only be accessed from the inside.
Just east of the path leading to the river is the only patch of grass on Route The main path of the route runs along the southern edge of the grass, turning south near the river. Directly south of the patch and east of the north portal of the Rock Tunnel is a Pokémon Center, one of only two in the region that is found outside of a populated area (the Center on Route 3 near Mt. Moon is the other). The building is separated from the Rock Tunnel by a string of shrubs and cuttable trees. Trainers can either Cut down one of the four trees or travel around the blockade, taking on a Trainer at the southern end of the blockade.
From the Trainer, the route returns north, following the west side of the blockade. The path juts west, then east to avoid a fence before reaching the Rock Tunnel's north entrance.
In Pokémon: Let's Go, Pikachu! and Let's Go, Eevee!, Elite FourLorelei, surfing on the river with her Lapras, appears at this area when the player is attacked by a group of Team Rocket Grunts and helps them defeat them.
The south portion of Route 10 acts much like a North American traffic circle in that movement is restricted in a counterclockwise motion around a large mound in the middle of the route. From the south entrance of the Rock Tunnel, the route turns west, then south, passing two Trainers and hopping a ledge before encountering a third Trainer. Route 10 then turns east to meet a three-way intersection. The south path at this fork leads to Lavender while the east path continues to the east before curving north, traversing a pair of ledges via openings, and returning west to the Rock Tunnel's southern portal.

Route 10 north and Route 10 south are two parts of the route that splits around Rock Tunnel, where the northern part follows on from Route 9 and the southern part follows on from Rock Tunnel itself.
Below, we'll cover any and all of the obtainable Pokémon, item locations, trainers and their squads that you might encounter in the area, as well as walking you through any key steps of the story along the way.

Pokémon Let's Go: Route 10 north
The northern part of Route 10 is short but sweet. There's a single patch of grass with a white picket fence, and access to the water - which has rare Pokémon of its own - once you can surf.
For now, all you can do is continue on to the south where you'll find a handy Pokémon Center - and a pesky team of Team Rocket Grunts! You'll be surrounded by four different Grunts at once, but thankfully there's a particularly helpful passer-by who comes to your aide.
That passer-by is Lorelei, one of the Elite Four - Kanto's strongest trainers - and she easily tackles three Team Rocket members at once while you deal with the fourth.
There's another trainer, and a Coach Trainer, just beyond the Pokémon Center, where you should heal up before heading into Rock Tunnel and beyond!
A quick note: there's a further area of Route 10 that can only be accessed with the water-surfing Secret Technique, Sea Skim, which you pick up in Fuchsia City. Once you get it, check back for some very rare Pokémon in the water, another trainer, some handy items, and access to the optional (but very worthwhile) area: the Power Plant!

Pokémon Let's Go: Route 10 south
The southern side of Route 10 takes you out below Rock Tunnel, and leads on to your next destination: Lavender Town.
There are a handful of items and trainers, but little else, so battle who you want to battle and then continue on, southwards!

After passing through Route 9 on your way to Rock Tunnel, you reach Route
Explore the Route
In Route 10, you can encounter wild Rattata, Raticate, Spearow, Fearow, Nidoran, Krabby, and others.
Go east past the grass to find a Super Potion.
Go southwest and jump down the ledge, then go to the left and check the ground near the corner to find a hidden Super Lure.
Then go east and south toward the Team Rocket Grunt. After a cut scene, you will battle a Team Rocket Grunt who has a level 22 Raticate. You get Pokédollars for winning.
Go into the nearby Pokémon Center if you wish.
If you want to skip a trainer battle, you can chop down the trees to the left of the Pokémon Center.
Otherwise, south of the Pokémon Center, you can battle Camper Vance, who has a level 22 Eevee and a level 22 Psyduck. You get Pokédollars and 2 Great Balls for winning.
Go southwest of the Camper and you can find a set of 5 hidden Poké Balls in the corner.
Go north and you can battle Coach Trainer Tasha, who has a level 25 Poliwhirl and a level 26 Primeape. You get Pokédollars for winning. Afterward, you get TM13 Brick Break.
Go east from the Coach Trainer to find 3 Great Balls.
If you are ready, go into Rock Tunnel.
