THE POSITION

Denver's Right of Way Services Section of Public Works has multiple openings for ONCALL Right of Way Enforcement Agents. Right of Way Enforcement issues citations for both on-street, off-street and private property parking violations. It administers vehicle booting and towing for the City, provides parking enforcement for sporting events, special events, holidays, concerts, and after-hours university events, and performs field checks and investigations of contested tickets. 

These positions will work approximately 35 - 40 hours per week; the number of hours are not guaranteed; the shifts will vary even in the same week but will be primarily afternoon/evening, special events and weekends. There are no benefits. 

However there is Shift Incentive Differential: 
Swing shift 2pm - 10pm receives an additional 7% above current rate of pay. 
Graveyard shift 12:30am - 9am receives an additional 12% above current rate of pay.

We fill our full time regular ROWE Agent positions from ON CALL ROWE Agents.

Anticipated start date is the first week of January 2017.

ABOUT OUR JOB

  • In general these positions are responsible for enforcing compliance with parking regulations through the issuance of citations for violations of the revised municipal code, and rules and regulations governing parking.
  • This work includes walking 10 - 15 miles per day and/or operating segways, left-hand, right-hand and three wheeled vehicles in all weather conditions and issuing parking tickets. 
  • You will take direction from several supervisors. 
  • You represent the City of Denver to visitors and citizens and will be required to deal with angry people and remain courteous and calm so you must possess great customer service skills.

ABOUT YOU

Education Requirement:

Graduation from high school or possession of a GED Certificate.

Experience Requirement:

One year of public contact experience providing information and relating rules, codes, regulations, and procedures.

Experience Equivalency:

One year of full time college level classes will substitute for the minimum experience requirement.

Licensure and Certification:

Possession of a valid Colorado Class R driver's license at the time of application. Must be able to obtain a Special Police Badge as a condition of employment.

This photo is almost too on-the-nose.

Earlier today a reader sent Streetsblog Denver this picture of a Department of Public Works Right of Way Enforcement van parked in the bike lane on 14th Street, in front of the Denver Performing Arts Complex, at about 9:30 a.m.

What, exactly, does Right of Way Enforcement do? This, according to DPW’s website:

Right of Way Enforcement issues citations for parking violations. We address on- and off-street parking violations, private property parking violations and other violations of city parking regulations.

Hm.

This photo is another reminder that downtown lanes created for people on bikes are often just free parking spaces for drivers. (Notice FedEx, the city’s worst parking violator, parked on the bike lane in the background.)

This will continue as long as downtown drivers see parking anywhere they want as an entitlement or a cost of doing business. Better enforcement is key to creating the city that officials say they want. But based on this picture, it’s hard to believe DPW takes enforcement seriously.

  • We are looking for a person who can be an ambassador for the City and County of Denver while carrying out right of way enforcement duties

  • License/Certifications: Requires a valid Driver's License at the time of application
  • Must obtain a Special Police Officer certification from the Manager of Safety's Office. This certification is required in accordance with the City Charter and the Denver Revised Municipal Code. Failure to obtain the certification will result in the withdrawal of the offer for the position or end probationary status.
  • Licenses and certifications must be kept current as a condition of employment.
